This is what I've found so far

Telkom to increase speed of 4Mbps ADSL
2008/06/19
Telkom has tested successful increased uplink speeds of 640 Kbps on its 4Mbps ADSL service. Increased uplink speed to 4Mbps ADSL clients will roll out by the end of June 2008, but will be limited to 512K.

I\'m not sure what difference Seacom cable to make ... It is to do with my copper link between Sundown and Benmore ( approx 1 km )
