I DON`T KNOW, but if I had a brother serving a prison/hospital term for fraud, resulting in my family suffering immeasurable public scrutiny, I`d try and stay out of the public eye – especially if the origins of my PhD in Mechanical Engineering were questionable.

Explaining the planned new system, transport director Charles Raymond said an applicant would have to bribe all five `honest` officials to get what they wanted. I was impressed by the effort.
